Dear Parent/Guardian,

This is only an application for the Early Learning programs, not registration. Applying for the Early Learning programs does not guarantee placement into the programs. Depending on the the program choice, parents will be asked to submit additional documents.  Please make sure you have completed the screening process before applying!

Priority Based or

Project Village (ECAP)


Priority Based and ECAP program offer free preschool services for Delaware’s three- and four-year-old children with qualifying risk factors.​ Families must meet the federal poverty guidelines in order to be considered to these programs.  
If you are interested in applying for Project Village at the Early Learning Center or Priority Based at Howard T. Ennis or at Early Learning Center apply below.

Early Learning Center Tuition 

Tuition program provides preschool services for three or four-year-old children at an affordable rate. The goal is to prepare children to be successful in kindergarten and beyond through education in the areas of language, literacy, social-emotional, physical development, health, nutrition and mental wellness.
